SMART 3.0 Emergency Regulations Filed: Public Comment Now Open
On June 20, 2025, the Massachusetts Department of Energy Resources (DOER) filed emergency regulations for the new SMART 3.0 solar incentive program (225 CMR 28.00), along with transitional updates to the current SMART program (225 CMR 20.00). These regulations are now in effect, but DOER is actively seeking public input before finalizing the rules.
Written comments must be submitted by 5:00 PM on July 25, 2025, either via email (as a PDF attachment to DOER.SMART@mass.gov with “SMART 3.0 Public Comment” in the subject line) or by mail to Grace Fletcher, DOER, 100 Cambridge St, 9th Floor, Boston, MA 02114.
Three public hearings will also be held to collect feedback:
- July 24, 2025, 2:00–4:00 PM (Virtual)
- July 24, 2025, 6:00–8:00 PM (Virtual)
- July 25, 2025, 1:00–3:00 PM (In-person, Western MA – location TBD)
Language interpretation services will be provided, and additional languages may be available upon request. To request services, email Elischia.Fludd@mass.gov at least four business days before the hearing.
